This was a system sold by Radio Shack and partnered with Memorex. It used a version of Windows 3.1 designed for compact players. (Precursor to Windows CE probably). It was a total failure. You can still buy one new today. Just go here.

I don't know why you can't vote. I leave each poll up for 2-3 days. Polls are only open on the most recent battle though which currently is Bison vs. Kain.
